Port Hueneme Division, Dam Neck Detachment proposes to procure
engineering and technical support services for related Electronic
Warfare (EW), Electronic Intelligence (ELINT), Communications
Intelligence (COMINT) and related intelligence equipment, systems,
subsystems, components, programs and their peripherals and auxiliaries.
The applicable Standard Industrial Classification Code is 8711 and the
applicable Federal Supply Classification Code is R425. Contractor
shall perform development, modification, maintenance, life cycle
support, documentation, Integrated Logistic Support, Configuration
Management, Quality Assurance, and hardware and software quality
testing and training services for the software, databases, and hardware
of these equipment/systems. A detailed knowledge of EW, ELINT, COMINT,
and surveillance suites, their acquisition, identification, and
analysis processing techniques and operation for various surface,
sub-surface, and airborne systems is required.The Contractor shall be
required to have an intimate working knowledge of the characteristics
of acquisition and analysis algorithms and threat emitter parametrics
to build and support threat libraries, intelligence files, and signal
processing software for a multitude of systems. The Contractor shall
possess extensive knowledge in system, hardware, and software
engineering to include knowledge of Sybase, C, C++, UNIX and real-time
operating systems, Windows NT, MOTIF, X-Windows, UNIX System
administration and assembly level languages. The contractor shall have
expertise in the installation practices, policies and procedures of
shipboard (submarine and surface), airborne, non-propulsion and shore
facility electronic equipment. These installations may be permanent,
temporary or carry-on. Interconnections may be by common,
multi-conductor electrical cables and connectors or by fiber optic
cabling and connectors. Types of equipment, may include, but not be
limited to, voice and data communications, cryptographic equipment,
electronic countermeasures, navigation aids, radar, and sonar. Special
knowledge is required in red/black engineering criteria and all
security procedures required of systems at the SCI level. Places of
performance are Virginia Beach, VA; Contractor's Facilities, various
ports where U.S. ships may be in port. Top Secret/SCI facilities
clearance will be required. Award of an Indefinite Delivery, Indefinite
Quantity, Cost Plus Fixed Fee contract is anticipated. Work will be
assigned by individual task orders. the period of performance will be
one year with four one-year options. The estimated labor hours for the
base year and options are: 140,000 hours (base year); 140,000 (option
year one); 140,000 (option year two); 140,000 (option year three);
140,000 (option year four). Requirement is follow-on to Contracts
Numbers N00189-95-D-0158 and N00189-95-D-0159. Award will be made on
the basis of "Greatest Value". The government intends to make multiple
