This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-17. This requirement is unrestricted. The Standard Industrial Code (SIC) is 7011 and the related small business size standard is $5 Million. The National Institute of Standards and Technology (NIST), Global Standards Program (GSP), Office of Standards Services (OSS), has a requirement for banquet and sleeping room space for workshop attendees for the period of June 17, 2000 through June 27, 2000. The GPS, OSS offers technical assistance to other countries through a variety of training programs. The Standards in Trade Workshop is one of the core training activities and will be offered to a Gulf Cooperation Council in June. Participants in the scheduled workshop are delegates from several foreign countries. The location site of the required facilities shall be in close proximity of the NIST campus and be in view and within convenient and easy walking distance from restaurants and a highly diversified shopping facility. The lodging facility shall provide, but is not limited to, the standard amenities (such as hair dryer, television, ironing board and iron, on-site fitness center, in-door swimming pool, and complimentary shuttle service). The Contractor shall provide competent wait staff to set-up and serve formal meals during each banquet. The Contract Line Item Numbers (CLIN), quantities, and unit issue are as follows: CLIN 0001, Single occupancy sleeping rooms from June 17 through June 27, 2000 -- Approximately twenty-four (24); and CLIN 0002, Banquet room for approximately forty (40) people from 6:00 p.m. to 10:00 p.m. on the following dates: (1) June 18, 2000; (2) June 19, 2000; and (3) June 27, 2000 -- 1 lot. The Government will award a purchase order resulting from this solicitation to the responsible firm whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Simplified acquisition procedures will be utilized in the evaluation process. Technical elements of the solicitation to be evaluated are technical capability to meet the stated requirements, quality and location of facilities, and past performance. Technical ability to meet the solicitation requirements combined with past performance is significantly more important than price. The Contractor shall comply with the provisions at 52.212-1, Instructions to Offerors-Commercial Items and submit a sufficient description of the items being quoted in order to evaluate compliance with the requirements in this solicitation. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
