Broadcasting Board of Governors, International Broadcasting Bureau
(BBG/IBB), Office of Contracts (CON), has a requirement to refurbish
four medium-wave (MW) and six shortwave (SW) broadcast towers and
antennas at its Botswana, Africa Transmitting Station. The SW antennas
are of the curtain type. The antennas are suspended between adjacent
towers that are 310 feet in height. The MW antenna consists of a four
tower array with towers that are 358 feet in height. The Contractor
shall be required to: (a) prepare a Personnel Safety Plan and an
Installation Plan; (b) perform maintenance as identified in the
Inspection Report dated 01/25/1999; and (c) provide a Field Report
documenting all refurbishment efforts. Due to the specialized nature of
the work to be performed, there will be a mandatory organized
site-visit to the Botswana Transmitting Station to afford Offerors the
opportunity to review the existing site conditions and obtain a copy
of the Inspection Report. The estimated construction price range is
between $100,000 and $250,000 and the proposed period of performance of
this work requires completion within six (6) months from issuance of
the Notice-to-Proceed. To be considered, Offerors must attend the
organized site-visit to be held at the Botswana Transmitting Station.
A single site-visit will be conducted for all interested firms.
Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that
the basis for award will be price and other technical factors, with
technical factors being significantly more important than price. The
following technical factors will be used in determining each Offeror's
technical score: (a) demonstrated recent (within the past 5 years)
experience in the maintenance of tower and antenna systems in
high-power RF environments; (b) proposed technical approach to perform
the work; (c) qualifications of Offeror's Project Manager and/or Crew
Chief as demonstrated by resumes submitted; and (d) adequacy of the
proposed Personnel Safety Plan and proposed Installation Plan.The IBB
intends to issue a Request for Proposal (RFP) solicitation for this
negotiated firm-fixed-price procurement in June 2000. It is expected
that the mandatory organized site-visit will take place 15 days after
the release of the RFP, with a proposal response date of 15 days after
the mandatory site-visit date. Offerors interested in receiving a copy
of the RFP must respond in writing to the Contracting Officer, Mr. Gary
Hosford via facsimile at (202) 260-0855, or E-mail at ghosford@IBB.gov,
or via letter to the above-listed address not later than 15 calendar
days after the publishing date of this CBD Notice. Please reference
requisition number CON-00-MR013-GH on all correspondence regarding this
notice. All written requests for copies of the RFP must include your
company name, mailing address, telephone number, and facsimile number.
No telephone requests for this RFP will be honored. All responsible
sources may submit a proposal in response to the forthcoming
solicitation document, and all proposals shall be considered by the
