The Joint Direct Attack Munition (JDAM) Systems Program Office, Air
Armament Center (AAC)/YU, Eglin AFB, Florida, intends to issue a
contract to McDonnell Douglas Corporation, a Wholly-Owned Subsidiary of
The Boeing Company for the modification of the existing JDAM weapon
system to provide an accurate guidance kit capability for the 500 pound
Mk-82 general purpose warhead. The Government anticipates the Mk-82
procurement will not significantly change the total overall quantities
for the JDAM weapon system program. McDonnell Douglas Corporation is
currently the JDAM prime contractor and has sole responsibility for the
design and warranty of the JDAM weapon system. The Government does not
own a technical data package (TDP) for the JDAM weapon system,
therefore, a data package is not available to any other companies to
enable them to learn the JDAM design. The Mk-82 JDAM weapon system will
exploit and maximize commonality with current JDAM weapon systems,
including: JDAM aircraft and carriage systems; JDAM aircraft-to-weapon
interfaces; JDAM aircraft operational flight software; existing and
planned JDAM mission planning systems; and, JDAM operational support
equipment, support systems, and warranties. In order to successfully
execute this program, a contractor must have and demonstrate full
knowledge of the current JDAM weapon systems, JDAM aircraft and
aircraft-weapon integration programs, JDAM modes of operation and JDAM
mission planning systems, the JDAM weapon system TDP, all of its
sub-components, and the JDAM simulation and analysis tools. The
estimated period of performance for this effort is 25 months. For

3124. An Ombudsman has been appointed to address concerns for this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. Matters of a
routine or administrative nature concerning this acquisition should not
be addressed to the Ombudsman but rather to the Contracting Officer, or
