IS A SOURCES SOUGHT ANNOUNCEMENT ONLY -- Solicitations are not
available at this time. Request for a solicitation will not receive a
response. The U.S. Army Training and Doctrine Command (TRADOC) is
conducting A-76 studies for the Office of the Adjutant General (AG). A
cost comparison conducted in accordance with OMB Circular A-76 will be
performed to determine the most efficient method of operation. The AGs
for the following installations are under study: Forts Benning (GA),
Bliss (TX), Eustis (VA), Gordon (GA), Huachuca (AZ), Jackson (SC), Knox
(KY), Leavenworth (KS), Lee (VA), Rucker (AL), Sill (OK), and Leonard
Wood (MO), and Carlisle Barracks (PA) and the Presidio of Monterey
(CA). All procurement actions will be preformed by TRADOC Acquisition
Center (TAC), Fort Eustis, VA. The Standard Industrial Classification
(SIC) Code is 8741 (Size Standard: $5 million). This requirement will
cover a range of requirements to provide resources and management
necessary for complete staff support and services to customers, while
focusing on quality practices. Study includes the following major
functional areas, which may be subject to change depending upon mission
requirements: Personnel Processing (In-Processing, Out-Processing and
Mobilization); SIDPERS Operations, Officer/Enlisted Promotion System,
Reassignment Processing, Trainee/Student Personnel Operations,
Evaluation Reporting System, Transition Management;
Retirement/Separation Services, Personnel Records, Awards and
Decorations, Casualty Operations and Line of Duty Investigations,
Identification Documents, MOS/Medical Retention Board, Strength
Management, Other administrative and support tasks performed by the AG.
TAC is conducting this market survey to determine the existence of
small business sources capable of performing the work as a prime
contractor for this requirement. Information received will be used in
the determination whether or not set-asides are applicable to the study
at any of the above stated sites. All information submitted in response
to this announcement is voluntary. The Government will not pay for any
information that is submitted as a result of this announcement or the
associated Market Survey Questionnaire. Response to this announcement
shall be submittal of the Market Survey Questionnaire located on the
TAC Web Page (http://tac.eustis.army.mil). Interested businesses should
locate the identified website and questionnaire. All questions should
be answered to the best of the vendors capability and as thoroughly as
possible. The vendor should stipulate which sites they would be
interested in and if they would be interested as a prime contractor or
as a subcontractor. The Questionnaire may be submitted electronically,
