DESCRIPTION: Project No. ATX96810, Construction Procurement for new
U.S. Border Patrol Station, Los Tomates, Brownsville, TX. Provide all
labor and materials for new U.S. Border Patrol Station, Brownsville.
This is a metric project. Work includes, but is not limited to, new
site clearing, stormwater pollution prevention, regrading of the site
to the levels shown, new structures and appurtenances including
buildings for administration facilities, vehicle repair and
maintenance, and kennels. Other development at he site includes
pavement, utilities, fencing, landscaping, irrigation and all other
items as indicated in the solicitation. There are five options that may
or may not be exercised. Option No. 1 includes construction of Kennel
Building and associated site improvements. Option No. 2 includes
Security System, with CCTV cameras, monitors, racks and supports, and
duress alarm system (empty conduit and boxes for all equipment to be
included in the Base Bid. Option No. 3,4, and 5 are not used. Option
No. 6 includes construction of Fuel Island Canopy, supporting structure
and foundations, and lighting. Option No. 7 includes a Folding
Partition between Training Room R137 and Muster Room R132. Option No.
8 includes construction of Service Building. Time of construction is
365 calendar days from the date the notice to proceed is received. The
solicitation should be issued on or about June 6. 2000, with proposals
being due on or about July 6, 2000. Estimated cost range is $5,000,000
to $10,000,000. Project No. ITX89937, Solicitaiton No.
GS-07P-00-UJC-5004. This project is being procured using informal
Source Selection procedures which will result in a firm-fixed price
award to the offeror which provides the "greatest value" to the
Government with technical ability being more important than price. The
Source Selection evaluation factors are listed in the order of
importance as follows: Experience and Past Performance of Firm,
Experience and Past Performance of Key Personnel, and Management and
Technical Approach. In accordance with Public Law 95.507, the
successful Offeror will be required to provide the maximum practicable
subcontracting opportunities for small business concerns, small
business concerns owned and controlled by socially and economically
disadvantaged individuals and woman-owned businesses, to participate in
the performance of this contract. A subcontracting plan must be
provided with the proposal. Small businesses are not subject to this
requirement. This full and open procurement is made under the Small
Business Competitive Demonstration Program and all responsible firms
are invited to submit a proposal. Specifications and drawings can be
