THE PRE-SYNOSPIS FOR THIS PROJECT WAS ADVERTISED UNDER N62467-00-R-0285. THE SOLICITATION NUMBER HAS CHANGED TO N68950-00-R-0228. THIS PROJECT IS CONTINGENT UPON THE PASSAGE OF THE FY 2001 APPROPRIATIONS BILL. PHASE I OF THE RFP WILL BE AVAILABLE ON HTTP://ESOL.NAVFAC.NAVY.MIL JUNE 5, 2000, THE PROPOSAL DUE DATE FOR PHASE I WILL BE JUNE 23, 2000. This RFP is for the design and construction of a physical training facility totaling 16,975 SM at the Recruit Training Command, Great Lakes, including integrated site development and incidental related work to provide a complete and useable facility. This facility includes an indoor track, an aerobics area, a free weights area, other fitness and conditioning spaces, and support spaces including administration. This solicitation for the acquisition of these facilities is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203and NAVFAC P-68 for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures of FAR 36.3. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides best value to the Government. This solicitation will result in a firm fixed price design-build construction contract. Estimated cost range is $25,000,000 to $30,000,000. This solicitation is being issued as Unrestricted, inviting full and open competition. The SIC code is 1542; size standard is $17.0 million; the FSC code is Y199. This solicitation will consist of two (2) phases. Phase I is the pre-qualification phase, evaluation will be made to determine which offerors proceed to Phase II. Up to five (5) firms will be pre-qualified to participate in Phase II. The evaluation factors for Phase I are as follows: Past Performance (Design Team and Construction Team), Small Business Subcontracting Effort, Technical Qualifications (Design Team and Construction Team), and Management Approach.
