Contracting Officer, lfermin@cgalaska.uscg.mil. Provide all labor,
materials, equipment and transportation to perform the repair work on
a 1,800 ft tunnel (passage way) connecting the station building to the
transmitter bldg. located at USCG Loran Station Port Clarence. The
tunnel cross section is approximately 4 ft. wide and 8 ft. high,
constructed with 2"X4" stud walls with no insulation. The interior
walls are covered with panel board and exterior walls with asbestos
cement panels. The tunnel is supported on timber foundation 4"X12"X12'
every 10' on compacted gravel. The tunnel is anchored with 3/16" or
1/4" guy cables & turn buckles to the timber foundation on both sides
of the tunnel at 10 ft. intervals. The estimated cost range for this
project is between $25,000. and $100,000. The work required by this
solicitation is identified as Industry Standard 1629 and the applicable
size standard is $17.0 million dollars in annual receipts for the past
three years. Request for Quotation packages must be received in this
office by close of business June 13, 2000. This is not a small business
set-aside. This procurement is issued pursuant to the Small Business
Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
All responsible sources may submit a quote which shall be considered by
the U. S. Coast Guard. There is no charge for these documents. For
Minority, Women-Owned and Disadvantaged Business Enterprises; The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables prime
subcontractor to apply for quote, performance and payment bonds up to
$1.0 million per contract.The DOT provides an 80% guarantee of the
quote amount to a surety against losses. Loans are available under the
DOT Short term Lending Program (STLP) at prime interest rate to
provide accounts receivable financing. The maximum line of credit is
