Army Materiel Command Acquisition Center, Natick Contracting Division,
has a requirement for a palletized refrigeration system for transport
and storage of perishable food items and medical supplies in the
field. The refrigeration systems shall also be used to provide
refrigeration for mortuary affairs if necessary. The Advanced Design
Reefer (ADR) system shall meet the requirements set forth in
MIL-PRF-32017, dated 1 December 1997. The Advanced Design Reefer (ADR)
system shall consist of an Insulated Container with a base that
interfaces with the Air Force 463L Cargo handling system, an integrated
electric-driven mechanical refrigeration unit and the proper controls
to operate the refrigeration unit. The ADR system will utilize the
maximum space available provided by a single Air Force pallet position
aboard a C-130 Aircraft. The contractor will design, fabricate and
test an Advanced Design Reefer (ADR) system. The refrigerated container
system will be fabricated from advanced materials that provide adequate
strength, while reducing weight and improving thermal efficiency. The
ADR shall be compatible with current military transport and storage
needs. The government anticipates that this acquisition will result in
the single award of a five year firm-fixed-price requirements type
contract, not to exceed 60 months, utilizing a best value concept. It
is anticipated that one First Article Test (FAT) unit, an additional
FAT electric-driven refrigeration unit, contractor testing and spare
repair parts will be required. Requirements will also consist of a
First Article Test (FAT) ADR system, a second FAT electric-driven
refrigeration unit, New Equipment Training (NET), an Optional Two (2)
year extended warranty, and Data. The ordering period quantities are
estimated to be between 50 and 200 units each. The Standard Industrial
Code (SIC) for this procurement is 3585. Delivery rate for production
units shall be 20 per month starting 120 days after government
approval of First Article Test Report (FATR). NewEquipment Training
shall begin 120 days FATR. The guaranteed minimum quantity of ADR
systems shall be 150 units, there is no maximum quantity. The length of
the contract shall consist of five one year ordering periods that shall
begin after contract award date. Copies of the Request For Proposal
