Financing Administration (HCFA) intends to award on a sole source
basis, under the Simplified Acquisition Procedures a firm fixed price
award to the Department of Rehabilitation Medicare, University of
Washington, Box 356490, 1959 NE Pacific Street, Seattle, WA 98105. The
purpose of this acquisition is to assist HCFA in the performance of a
number of projects including; (1) Analysis of gender differences in
the care of Medicare beneficiaries who suffer myocardial infarctions
and other illnesses, (2) Analysis of the effectiveness of physician
reminders to vaccinate Medicare beneficiaries against influenza and
other vaccines, (3) Analysis of Medicare Current Beneficiary Survey
Data (MCBS) to examine if disabled Medicare beneficiaries are satisfied
with their health care, (4) Analysis of Medicare Current Beneficiary
Survey Data (MCBS) to create a weighted health status measure for use
in cost effectiveness studies, (5) Support the Peer Review
Organizations (PROs) and Networks, providing technical guidance
regarding their ongoing quality improvement projects, and (6) Act as
liaison for the Division of the University of Washington and assist
other researchers who use HCFA encounter data. The qualified contractor
must have experience with a wide variety of research methods and
clinical situations. These projects involve the extensive use of
Medicare claims data as well as chart abstraction and survey data. The
contractor must be familiar with these types of data. in addition, the
research methods involve are technically complex and require
specialized training to be performed correctly. Finally, the contractor
must have the appropriate clinical background so that the results may
be interpreted and disseminated in a suitable manner. The Contractor
has clinical training as a physiatrist (physical medicine), and
specializes in the rehabilitation of elderly and disabled patients. In
addition. he has a Masters Degree in Public Health and received health
services research training through the Robert Wood Johnson Clinical
Scholar Program at the University of Washington. He has extensive
experience in the analysis of Medicare data including, Part A, Part B,
SNF, DME, and MCBS files, and has lectured on the use of Medicare data
in health services research. He has a position on the faculty of the
University of Washington and is currently involved in several
collaboratores with other UW faculty members who are using HCFA data.
He is familiar with the Division's ongoing projects, having work on
