COMMERCE BUSINESS DAILY ISSUE OF MAY 26,2000 PSA#2609BIOMASS POWER PROGRAM INTEGRATION ACTIVITIES SUBJECT: Biomass Power
Program Integration Activities. DESC: The U.S. Department of Energy's
National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to
award a purchase order on a sole-source basis to Technology &
Management Services Inc (TMS), Gaithersburg, MD to provide all
materials, support, work or services in accordance with the following
Statement of Work.. Background: Consistent with the November 1997
recommendation of the President's Committee of Advisors on Science and
Technology (PCAST) regarding coal and gas power, a joint program has
been developed with the Office of Energy Efficiency and Renewable
Energy (EERE) to bring to bear FE experience and expertise on applying
PC Combustion, IGCC, PFBC, and other concepts to biomass and waste.
Through the National Energy Technology Center (NETL), a program of
biomass cofiring supports this initiative and implements doe's EERE
Biomass Cofiring Energy Power Program. The Program seeks to increase
the use of biomass energy -- the energy contained in plants and organic
matter -- as an important resource for power generation in the U.S. The
Program, in partnership with industry, utilities, developers, and
universities, assists in the demonstration of near-term options such as
biomass and coal co-firing (potential for displacing up to 15-20% of
fossil fuel use in power generation), fosters establishment of a viable
feedstock supply infrastructure, develops systems for distributed
generation and international markets, removes technical barriers, for
advanced combined heat and power (cogeneration) systems, performs
research that will enable the use of biomass with next-generation
technologies such as fuel cells and advanced hybird systems; and seeks
to expand the use of advanced biomass power options to take advantage
of numerous environmental benefits, particularly in reducing
greenhouse gas emissions (carbon dioxide) and acid rain precursors. The
DOE Biomass Power Program includes such activities as: *Evaluating and
developing advanced technologies such as gasification and pyrolysis;
*Optimization of agricultural (including forest products) methods and
processes for dedicated biomass production and residue utilization;
*Sponsoring cost-shared feasibility studies with industry; *Supporting
cost-shared, small and large system demonstrations; and *Working with
the biomass power industry to overcome problems in using some forms of
biomass in existing boilers via co-firing. STATEMENT OF WORK: The
contractor will provide assistance in integrating the EE program
activities into the NETL program and provide expert support in
facilitation of joint pilot programs, as well as analysis and
evaluation of pertinent outside activity through review of industry
publications and other literature. The contractor shall provide all
personnel, materials, equipment and services necessary to perform the
services as defined in this Statement of Work. The scope of this task
covers all Biomass Power Program activities, including the four primary
program areas: technology development; environmental performance;
policy, planning and producer-user linkages; and education.
REQUIREMENTS: The contractor will perform the following activities
unless otherwise directed the technical monitor. (1) SubTask 1: Pilot
Program Support. The DOE Biomass Energy Program develops and supports
cost-shared technology pilot projects to develop applications for
cofiring biomass with fossil fuels either directly or indirectly.
Cofiring directly will combust the biomass and fossil fuel (usually
coal) together in the furnace, while indirect cofiring will gasify the
biomass and utilize the gas produced in a cofiring application with a
fossil fuel. The contractor will provide support in all aspects of
program definition and developments and assist in the development and
maintenance of an ongoing development and technology monitoring
programs. Particular attention will be given to the following: *Biomass
Fuel Procurement; *Fly Ash Marketability; *Handling, Processing, and
Blending Processes; *Technical and Performance Issues; and *Policy and
Permitting Issues. The contractor will provide on-site liaison
assistance where directed and support stakeholder outreach actives
regarding the pilot projects, as directed. (2) SubTask 2: Analysis
Review and Evaluation. NETL, in executing the DOE Biomass Power
Program, has a continuing requirement for assistance in the review,
analysis and/or evaluation of documents such as programmatic and
technical reports, articles relating to policy and other issues
affecting the utility sector, as well as memoranda, regulations and
notices to be used in the evaluation of current programs, in the
planning of the future program directions, and in responding to
requests for comments on such documents. Upon request by the DOE
Biomass Power Program, the contractor shall review and provide written
summaries and/or comments on reports provided to the contractor. In
additions, NETL has an ongoing requirement for analysis and support in
preparing and assembling materials based on Program activities and
plans, and relevant issues affecting the industry. Development of
deliverables may require extensive research on nonrecurring issues, and
may require support in one or more of the following areas: developing
outlines for the briefing; performing research and analyses that may be
necessary; and drafting text and preparing appropriate materials that
illustrate the salient points of the analysis. The contractor shall
provide such outlines, analysis, and drafts in an appropriate format.
This purchase order is being issued to TMS because they have supported
the HQ aspect for Biomass Power since 1997 and has provided assistance
in several key biomass program elements including co-firing,
gasification, modular systems, environmental and institutional issues,
and international activities. Key staff are intimately familiar with
programmatic and technical aspects of the program as well as with
ongoing demonstration projects. TMS' unique combination of current
Biomass Power, Co-firing, and Gasification Program experience coupled
with their experimental expertise in fossil energy technologies
including gasification, IGCC, PFBC and other conversion and utilization
techniques qualifies them as the only available source of this
contract. This request is considered to be sole source to TMS.
Therefore, no solicitation will result from this announcement. This
award shall be made using simplified acquisition procedures. However,
all responsible sources may submit a bid, proposal, or quotation which
shall be considered by NETL. The responses must convey the ability of
the response to meet the stated requirements. The documentation shall
include descriptive literature containing sufficient technical
literature to establish a bonafide capacity of meeting this
