This modified announcement is issued to change the title of the planned project to Development of Super Equation Shell applications for Advanced Highway Research Topics and to provide additional information about the project. The Federal Highway Administration intends to negotiate a contract with Starodub, Inc. of Kensington, MD for this requirement, pursuant to FAR 6.302-1, as Starodub, Inc. is the only know source to meet this requirement. This effort includes the development of Super Equation Shell (SEQS) applications for various topics in advanced highway research. The proposed effort involves data analysis and algorithm development in the areas of safety hardware maintenance, pavement skid research, pavement noise analysis, and structural analysis.
