NASA/GSFC plans to issue a Request for Quotation (RFQ) for RATCHET-LESS WRENCH PROTOTYPES and NESTED PLANET CONTINUOUSLY VARIABLE TRANSMISSION "PROOF OF CONCEPT". This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Honeybee Robotics, New York, NY. Honeybee did the original Proof of Concept work on the rachet-less wrench, therefore have the technical expertise necessary to provide a prototype. The "proof of concept" work on the variable transission is an extension of the work Honeybee Robotics completed on the Gear-Bearing R7D concepts. They specialize in aerospace devices and are uniquely qualified for this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 15, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
