Please Note: This is the reprocurement of RFQ # RFQ-DC-00-00065. The
Environmental Protection Agency (EPA) under the National Center for
Environmental Assessment (NCEA) has a need for chemical analysis
services. BACKGROUND Soils may become contaminated with environmental
pollutants. This is a concern because of the potential exposures that
may occur from the incidental ingestion of soils by both children and
adults. In 1995 EPA designed a study to quantify soil ingestion rates
for both children and adults in the Tri-Cities area of Washington
state. The study was designed to use a mass balance approach in which
tracer elements commonly found in soils (i.e., Al, Si, and Ti) are
measured in the feces, toilet paper, urine, food, medicine, and soil
and dust samples. The participants of the study were 20 families
including both adults in the family (40 adults total) and 1 child per
family (20 children total). The samples were collected by Fred
Hutchinson Cancer Research Center (FHCRC) in 1995. These samples have
been frozen and the purpose of this purchase order is to conduct the
chemical analysis of these samples. SCOPE OF WORK The purpose of this
purchase order is to conduct the chemical analysis of samples which
were collected and frozen in 1995. The samples include: food, feces,
urine, soil, dust, toilet paper, and medicine. The contractor shall
analyze these samples for the following tracer elements: aluminum,
silica, titanium, lanthanum, and neodymium using an Inductively Coupled
Plasma Atomic Emission Spectrometer (ICP-AES). NOTE: The contractor
shall demonstrate past experience in successfully handling, preparing,
and analyzing these kinds of environmental and biological samples for
the specified analyses in any technical proposal submitted for the
Request for Quotation. See Quotation/Proposal Format for further
detail. These samples will be appropriately packaged and transported to
the contractor. Upon receiving the samples, the contractor shall
conduct the following tasks. DELINEATION OF TASKS The contractor shall
conduct the following tasks in accomplishing the scope of this
purchase order: 1) Upon receipt of the samples, the contractor shall
verify that all the samples were received and record the weight and
sample number on data sheets or a laboratory record book. 2) The
contractor shall freeze the samples at or below 0EC until they are
ready to conduct the analysis. 3) Upon completion of analysis the
contractor shall prepare a report transmitting the results of the
analyses. The report shall include the following: a) A description of
the sample processing and analytical procedures; b) Tables spread sheet
format with the results of the analyses clearly indicating the
detection limits for all samples below detection limit; and c) Raw
data. 4) The contractor shall freeze the samples at or below 0EC after
completion of analysis. 5) The contractor shall provide the report and
raw data on a disk to the project officer. PERIOD OF PERFORMANCE Date
for delivery of the final report is 9 months after award of the
purchase order. GOVERNMENT PERFORMANCE ESTIMATE For purposes of
developing a price quotation and technical proposal, the Government
estimates that approximately 1,200 hours will be necessary to complete
the proposed work. This includes the use of professional labor such as
a chemist, a QA/QC person and technician. There is no travel
anticipated under this effort. It should be noted, however, that this
information should be used as general guidance and should not be
construed as the definitive requirement for this effort. For complete
