announcement. First, this is a NOTICE OF CONTRACT ACTION (NOCA) and
secondly, this notice contains the announcement of an Industry Day
Conference. THIS IS NOT A REQUEST FOR PROPOSALS. The Global Air Traffic
Operations/Mobility Command and Control (GATO/MC2) Systems Program
Office, Navigation & Landing Systems Division (ESC/GAL) plans to issue
a Request For Proposal (RFP) on/about 1 August 2000. The Government's
requirement is to procure depot logistics support resources and
services for the MSN-7 (Communications Central formerly known as TRV).
This requirement will be acquired as an Annual Service Agreement (ASA)
contract. The Air Force anticipates the issuance of a contract for a
one-year effort with four one year options. The effort will require the
contractor to initially provide full manpower and materials for repair
and maintenance work. The MSN-7 is designed for mobile land based
operations, is air transportable, and is intended to provide rapid
setup capability for support of air operations. The MSN-7 is
self-contained in two 4-wheel drive high mobility multi-purpose wheeled
vehicles. The MSN-7 contains an air traffic control central facility in
an environmentally controlled extendable roof shelter. The MSN-7 is
currently being supported by BAE Systems, Austin, TX. The ASA contract
will not include vehicles or generators. A technical drawing package
will be available to interested offerors. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal and proposal development phase of this acquisition. The
purpose of the Ombudsman is not to diminish the authority of the
Program Director or Contracting Officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern.
Ombudsmen do not participate in the evaluation of responses, source
selection, or formulation of acquisition strategy. Interested parties
are invited to call the Electronic Systems Center's Ombudsman, Col.

Ombudsman should be contacted only with issues or problems that have
previously been brought to the attention of the Program Manager and/or
Contracting Officer and could not be satisfactorily resolved at that
level. The Government anticipates award of the contract on or about 15
November 2000. THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR
PROPOSAL, IT DOES NOT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE
ACQUISITION APPROACH, NOR SHOULD IT BE CONSTRUED AS A COMMITMENT BY THE
GOVERNMENT. ESC/GAL is sponsoring an INDUSTRY DAY from 27-28 June 2000
at Hanscom AFB MA, Building 1630, 2nd Floor, Room 217 Vantaa
Conference Room. The first day (June 27th) of the conference will
consist of an overview of the AN/MSN-7 program requirements and an open
question and answer period. The second day (June 28th) will consist of
a tour of the primay vehicle and an introduction to the RFP library;
subsequent viewing of library documents will be scheduled on first come
first served basis. All interested parties are encouraged to attend.
Attendance at both segments of Industry Day will be limited to three
(3) attendees from each prospective contractor. All interested parties
planning to attend are required to notify Mr David H. Hawkins at (781)

Notification to attend the Industry day is required not later than 16
June 2000; please include the individual names, position/title, the
name of the organization/company and telephone numbers (PLEASE NO MORE
THAN THREE PER ORGANIZATION/COMPANY). Participation in the Industry
Day conference is strictly voluntary. The information presented herein
will not obligate the Government in any manner. The Government will
not reimburse the attendees for any cost associated with participation
and is under no obligation to award any related contract associated
with this event. Please note that MSN-7 information is available on
HERBB http://www.herbb.hanscom.af.mil and interested parties are
advised to check this site periodically for program status and draft
