Open End Contract for a term of one year with four (4) one (1) year
option periods for projects located in the Southern and Northern areas
of New England. It is anticipated that two (2) separate contracts will
be awarded, each contract will include base year plus four (4) one year
options. One contract for Supplemental A/E Construction Inspection
Services for projects which are located predominantly in the Southern
New England area covering the States of MA, RI, and CT. The other
contract for Supplemental A/E Construction Inspection Services for the
projects which are predominantly in the Northern New England Area
covering the States of NE, NH and VT. Services shall be for repair and
alteration projects, lease construction, roofing projects and asbestos
abatement projects. Services will include construction, roofing,
mechanical, electrical, structural and elevator inspections; expert
witnessing services; performance of investigations and testing
services, review of proposed systems, materials, and equipment and
related documents; estimating field changes and value engineering
proposals; maintenance of daily project diary; recommendations of
actions to GSA; review of progress payment requisitions and
supplementary functions as needed in both Federal Buildings and Leased
Space. Some inspections may be required to be performed outside normal
working hours. Services will require the ability to work with plans and
specifications prepared using the metric system. Services shall require
the following disciplines: architectural; civil, structural;
mechanical; electrical; and general engineers. Consideration for
selection shall be based on the following evaluation criteria general
categories: 1. Organization relative to providing inspection services
(WF30). 2. Qualifications of proposed inspection personnel (WF40). 3.
Quality Control procedures and reports (WF15) 4. Facilities and
equipment (WF15) Consideration is limited to firms located within the
six New England States. Firms must have an existing production office
within the geographic limitation of the areas they are submitting on
(Northern New England or Southern New England). Joint ventures or
firm/consultant arrangements will be considered and evaluated on a
demonstrated interdependency of the members to provide quality
services. At lease one member of any proposed joint venture must have
an existing production office within the geographic limitation of the
areas they are submitting on (Northern New England or Southern New
England). Only one contract will be issued to a particular firm or
joint venture. Firms should indicate which contract(s) they wish to be
considered for by stating Northern NE or Southern NE in their
submittal. Services as prescribed for each separate project will be a
fixed price work order to an open-end supplemental contract(s). The
total cumulative fee for open-end master contract(s) is $750,000. The
contract(s) may be extended by options to permit for four (4)
additional one (1) year periods with max $750,000 cumulative each year.
A separate fee will be negotiated for each project. The fee will be
based on the overhead, profit, and employees_ wage rate established by
the master contract. Estimated start date is 2/1/2001. This is not a
request for proposal. Responses (Standard Forms (254 & 255 ORIGINAL and
2 COPIES) must be received at the above address no later than 4:00 P.M.
Local Time on 6/18/2000. Submittals shall be placed in sealed envelopes
and identified as follows: Open End A/E Supplemental Contract for
Construction Inspection Services for the Northern New England States or
Southern New England States, Solicitation No. GS-01P-00-BZD-0007.
Interested firms shall submit appropriate data as described in Note 24.
