Compusearch has proprietary rights to the software and maintenance of the software. In addition, Compusearch is the developer and maintainer of the EC Web, PRISM, and FARA systems used at HRSA. In order for HRSA to continue in its mandated objective (full use of electronic commerce in the contracting arena), the Agency has decided to continue using Compusearch's EC Web as a more user-friendly and correctly working form of Electronic Data Interchange, in lieu of FACNET. Our electronic commerce traffic is tracked by the office of the Secretary, and EC Web helps HRSA continue its goal of providing a means of electronic commerce to its contracting staff. In addition, EC Web provides free services to allow vendors throughout the United States access to any and all HRSA requirements solicited via EC Web. Compusearch is deemed the only responsible source capable of providing the required service under the authority of 41 U.S.C. 253(d)(1)(B), as set forth in FAR 6.302-1(ii) (. . . highly specialized service . . . ).
