The Government currently plans on releasing the Final RFP for the F. E. Warren AFB Communications Functions Direct Conversion on or about 26 Jun 00. Base Communications Functions consists of performing tasks to include operation of the Missions Systems Flight, Information Systems Flight, and the Support Flight as described in the Statement of Work (SOW). The Missions Systems Flight is responsible for base communications, telephone systems, and cable plant operations. The Missions Systems Flight provides maintenance and repair of C4I equipment in support of the 90th Space Wing. In addition, this flight meets all current and future base communications infrastructure needs, including base cable, telephones, and public address. The Information Systems Flight is responsible for providing base support including C4 systems security, network management and control, information distribution, and records management. In addition, the current postal service contract requirements will be included in this acquisition which provides for delivery of mail to dormitories and management of the general mail service for incoming personnel. The Support Flight is responsible for providing high quality digital graphic, digital photography, multi-media services video production, and publications and forms. Services are currently performed in-house by Government personnel with exception of the postal service center services and shall be provided for F.E. Warren AFB including tenants and other off-base activities requiring support. The requirement will include a 90 day phase-in period, a six (6) month base period, and five (5) one year option periods. This acquisition is 100% set-aside for small business under standard industrial code (SIC) 4813 with a size standard of 1500 employees. Offerors are requested to submit proposals as described in Section L of the RFP. The acquisition will be accomplished in accordance with Federal Acquisition Regulations and OMB Circular A-76 as a Direct Conversion.
