rich.hague@med.va.gov. The Carl T. Hayden Veterans Affairs Medical
Center is interested in developing a three-story office building that
would house a child care center of approximately 10,000 square feet on
the bottom floor, and approximately 20,000 square feet of office space
on the second and third floors. In so doing, we are looking for someone
to build and operate this center and provide day care services at a
reduced negotiated rate and lease the office space back to us at a
negotiated rate. We are located in downtown Phoenix on Third Street and
Indian School Road. In exchange for this service, we are able to offer
the proposed contractor prime real estate at a very reduced fee.
Therefore, we have set aside one acre of land in order to develop this
office complex and child care center and we are offering this land to
any potential contractor for $1 per year for 35 years. We are able to
provide this offering under the Department of Veterans Affairs
Enhanced-Use Lease Program. With this program, VA will provide a
long-term lease of an approximately one-acre site to a competitively
selected developer. In return, the developer will be required to build
an office complex that encompasses a child care center (including
outside play area, parking and drop-off spaces) with all site
improvements, structures, and utilities necessary. The office complex,
encompassing the child care center would need to be built and operated
in accordance with the State of Arizona child care regulations and
local building codes. In addition, the developer will need to build and
offer the office space to VA on a leased/rented basis. We have
conducted a market survey and have a definite need for the child care
center. The Carl T. Hayden VA medical Center (VAMC), with its 2,000
full and part-time employees provides a full range of medical,
surgical, psychiatric, dental, and long-term care services to more than
35,000 veterans in the Phoenix metropolitan area and central Arizona.
The VAMC maintains educational affiliations with the University of
Arizona School of Medicine as well as the Phoenix Independent Residency
Program. The center just completed a 60,000 square foot Ambulatory Care
Addition. In addition, the City is beginning construction on a new City
Park, called Steele Indian School Park, which will be located across
the street from this new building. They expect to complete this first
phase of the project by July 2001. Furthermore, other developments have
occurred in our vicinity. A new luxury apartment complex was recently
opened across the street from us on the Indian School side. Interested
parties should respond by no later than 4:00 p.m. on July 7, 2000
