The intention of this Request for Proposal is to obtain Custodial Services for the Various Naval Activities located in the ROICC Gulf Coast area of responsibility in Southern Mississippi by means of a combination firm-fixed-price and indefinite quantity contract. The Contractor shall furnish all labor, supplies, management, supervision, technical expertise, and quality control necessary to perform custodial services at the following locations: Naval Construction Battalion Center, Gulfport; Naval Station, Pascagoula; Human Resource Service Center, Stennis Space Center; and NAVSCIATTS, Stennis Space Center. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering the following: FACTOR A -- Experience/Past Performance (Subfactor A.1 -- Specific custodial/janitorial experience and past performance); FACTOR B -- Management/Administration Plan (Subfactor B.1 -- Management Plan for Work Accomplishment; Subfactor B.2 -- Detailed Management Plan for Quality Control; and Subfactor B.3 -- On Site Staff and Organization Structure); and FACTOR C -- Price. A Site Visit and a Pre-Proposal Conference will be scehduled at a later date. Only one Site Visit will be offered. This is not a public bid opening. A combination Firm-Fixed Price/IQ Contract is anticipated and will include a base year and four option years. The Standard Industrial Classification Code is 7349 and the annual size is $12 million.
