synopsis/solicitation for commercial simplified acquisition items
prepared in accordance with the format in subpart 12.6, as supplemented
with additional information included in this notice. This announcement
consistutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. RFP R5-15-00-66, this number
must be referenced on all communications and quotations. The request
for quotations document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-15. The Forest
Service has an urgent requirement for a fully qualified expert on
Cultural Resource Management who can write and complete a Section 106
Programmatic Agreement(PA)and present it to the US Forest Service not
later than December 31,2000. Bidders will be required to submit
credential documentation to demonstrate "expert" levels of competency
in the following areas: #1) technical knowledge on the application and
implementation of regulatory requirements of the National Historic
Preservation Act, the Native American Graves Protection and
Repatriation Act, the American Indian Religious Freedom Act, Executive
Orders 12898 and 13007; #2) a demonstrable record of working
effectively with the Advisory Council on Historic Preservation with
evidence of ability to have an agreement document accepted by that
agency; #3) an ability to work effectively with Native American Tribal
Governments; #4) an ability to act as an effective negotiator with
diverse interest groups; #5) an established record of meeting contract
delivery due dates and; #6) educational level must be appropriate to
complexity of work required. Preference will be given to those
candidates with a PhD in Archaeology, History, Tribal Relations or
other cultural resource related fields of study. This acquisition will
have two line items that the offerors will submit a price on. Line
item one is the cost to write and present the Section 106 PA Report.
Line item two is a unit price for each On-site Consultation Visit. The
Government's best estimate quantity (BEQ) of the number of visits is
four. The visit is to be with Agency and affected tribes on the Inyo
and sierra National Forests. The following clauses are hereby

Conditions-Commercial Items, and 52.212-5, Contract Terms and
Conditions Required to Implement statutes and Executive orders,
52.212-1, Instruction to Offerors-Commercial Items, 52.212-2,
Evaluation-Commercial Items, 52.212-3, Offerors Representations and
Certifications-Commercial Items. Note, offerors must fill out and
