providing all labor, materials, transportation, tools, equipment,
supervision, and management necessary to Repair by Replacement Water
Lines, Phases 14, 15, 16, 17, 29, and 30 at the Ventura County Naval
Base, Port Hueneme, CA by means of a Firm Fixed Price Contract. The
estimated price range is between $1,000,000.00 and $5,000,000.00. The
Standard Industrial Classification (SIC) Code is 1623. The Small
Business Size Standard is $17.0M. This procurement is 100% set-aside
for small business concerns. The contract will be awarded to the
responsible offeror who submits the Lowest Price Technically Acceptable
(LPTA) proposal. The following technical evaluation criteria have been
established: Factor 1, Past Performance; Factor 2, Technical
Experience; and Factor 3, License. The three technical factors are
equal in importance and all three must be rated acceptable in order to
be considered for award. All technically acceptable proposals will be
evaluated for price, and an award will be madeto the responsible
offeror with the lowest price technically acceptable proposal. The
Government intends to award without discussions, therefore, offerors'
initial proposals should contain the offerors' best terms from a cost
or price and technical standpoint. All prospective offerors and plan
rooms must register as plan holders on the website in order to receive
a copy of the statement of work. An official plan holder's list will
be maintained on and can be printed from the website. The plan holder's
list will not be faxed and will only be available from the website.
Registering offerors and plan rooms must provide complete name,
address, area code, phone number, offerors type (prime contractor,
subcontractor, supplier, or plan room), e-mail address and type of
business. In accordance with FAR 5.102(a) (7), availability of the
solicitation will be limited to the electronic medium; solicitation
will be available for download via the Internet World Wide Web at
http://esol.navfac.navy.mil. Hard copies (paper sets) or CD-ROM of the
solicitation will NOT be provided by the Government. Notification of
any amendments to the solicitation is the sole responsibility of the
offeror to continually view the website for any amendments made to this
solicitation. The Plans and Specifications will be available for
download on or about 19 July 2000. NOTE: The apparent successful
offeror must be registered in the Department of Defense Central
Contractor Registration (CCR) database. Award will not be made until
