The Albuquerque Area Indina Health Service has a requirement for Reference Clinical Laboratory Services for all of the clinical laboratories located within the Albuquerque Area Indian Health Service facilities and some tribally operated health facilities. The offeror must be a laboratory licensed under the Clinical Laboratory Improvement Amendments of 1988, (CLIA '88), Public Law 100-578. The offeror shall provide the best possible support in clinical laboratory services and anatomical pathology to the clinical staff. The offeror's proposal must include the availability of a consulting pathologist to the IHS medical staff and laboratory personnel. The offeror must provide all necessary personnel, supplies, equipment, transportation and facilities to provide comprehensive service which include but are not limited to cytology, surgical, pathology, microbiology, chemistry, hematology, imunohematology, serology and pathologists consultation. The Government anticipates in awarding a single, requirements type contract for a base year with four, one-year options for renewal upon evaluation of successful services received. All proposals received will be evaluated and considered by the Government. The Government intends to evaluate proposals and award a contract without discussions with offerors (except for clarifications as described in FAR 15.306(a)), therefore, the offeror's initial proposal should contain its best terms from a cost or price and technical standpoint.
