of drainage, grading, asphalt recycling, and hot asphalt concrete
pavement on 14.065km (largest schedule) of road for SD PRA-BADL 10(2),
Badlands Loop Road, Pennington and Jackson Counties, South Dakota.
Estimated price range is between $3,000,000 and $8,000,000. PLANS AND
SPECS WILL BE AVAILABLE IN BOTH CD-ROM AND PAPER VERSIONS. All bid
forms, bid bonds, and other documents required for the bid submittal
shall be submitted to FHWA in paper format. Electronic format for the
bid submittal documents will not be allowed. Amendments to this
solicitation will be issued in paper format to all plan holders and

Department of Transportation (DOT)Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is

borrow; 1,360 m rounding cut slopes; 96,000 m3 lagoon excavating; lump
sum construct and remove access road; 5,500 m3 lagoon topsoil
stripping; 410 m3 gabions; 36,000 m2 recycled asphalt base; 10,000 t
minor crushed aggregate; 29,000 t hot asphalt concrete pavemement;
1,600 t asphalt cement grade PG 64-34; 300 t antistrip additive type 3;
12,855 km continuous cold recycled asphalt base course type A; 350 t
emulsified binder; 320 m2 reinforced Portland cement; 1,222 m various
sizes reinforced concrete pipe culvert and end sections; 950 m Portland
cement concrete curb and gutter; lump sum wastewater lagoon system
improvements; 3,000 m3 placing conserved topsoil; 42.045 km temporary
pavement markings; lump sum entrance kiosks; lump sum support building.
