The U.S. Army Intelligence and Security Command (INSCOM) proposes to establish a 5-year Time and Materials Requirements, Task Order contract to obtain research and manufacturing services to identify, synthesize and test foreign toxic chemical, smoke and flame compounds and related equipment and to develop computer software to store, retrieve and manipulate Chemical-Biological-Radiological (CBR) information. Conditions for award include a Surety Laboratory certified by the U.S. Army Edgewood Research Laboratory, a TOP SECRET working facility, a TOP SECRET facility clearance with proposed personnel cleared to the TOP SECRET level with a Special Background Investigation (SBI) and Sensitive Compartmented Information (SCI) eligibility. In order to receive a copy of the solicitation, firms must possess a current SECRET facility clearance and SECRET safeguarding capabilities. To ensure timely processing of clearance verification, solicitation requests should be received within 30 days of publication of this notice. The anticipated solicitation release date is late August 2000. A proposal due date has not been determined.
