AR215-1, 7-4 and 7-5 the U.S. Army Alaska is conducting a review of
potential contractor services for performance of activities within the
Directorate of Community Activity Services at the US Army garrison.
The program under consideration is located at Fort Richardson Alaska.
The major functional area is the NAF Contracting Office. The purpose of
this notice is to identify and establish initial interest from the
vendor community. Responses are for planning purposes only. There is no
obligation on the part of the government to issue a formal solicitation
as a result of this request and participation in this effort is
strictly voluntary with no cost or obligation to be incurred by the US
Government. Information may be used to help formulate bidder's mailing
lists, acquisition strategies, to include socioeconomic program support
and to help establish commercial practices available to the government.
Companies responding may indicate interest in one or both functional
areas. Services are currently being performed by Government employees
(non-appropriated funded). NAF Contracting Office: The office is open
5 days a week from 7:30 a.m. to 4:30 p.m. There are currently three (3)
full time staff. Provides programs and services: Provides services to
Fort Richardson, Fort Wainwright, Fort Greely and Seward Resort;
prepares solicitations RFP, IFB, RFQ; awards and administers contracts
currently 150 active; awards and administers Blanket Purchase
Agreements (BPA's) currently 45; issues, monitors and deletes
government IMPAC credit cards currently 90; processes and administers
purchase orders and delivery orders; provides research and coordination
for purchases and contracts; processes requests for payments and
resolves payment disputes; modifies contracts, purchase orders and
delivery orders as required; appoints, coordinates reporting and
receives reports from CORs; prepares and distributes Transportation
Control and Movement Documents (TCMDs); trains users to properly use
IMPAC cards, BPAs and COR procedures. Any responses to this notice
should include the following information: company name, point of
contact, address, telephone and fax numbers, e-mail address, brief
description of company and capabilities, experience areas, size,
history, awards or certifications received by the company or its
employees, CAGE code and/or tax ID number, and business size category.
Interested parties should provide responses to the market survey
questionnaire that can be accessed on the U.S. Army Alaska, Directorate
of Contracting web site located at http://www.usarak.army.mil/doc/, by
15 August 2000. The Standard Industrial Classification is 8741. The
standard size for small business is $5,000,000. Small businesses will
be expected to demonstrate experience in all areas and good past
performance. All contractors who provide goods/services to the
Department of Defense must be registered in the Central Contractor's
Register (CCR). Award of a DOD contract for solicitations issued after
31 May 98 will not be made unless the contractor is registered in the
