Space and Missile Systems Center, Test and Evaluation Directorate
(SMC/TE), Space Test Program (STP) will release Request For
Proposal(RFP) F04701-00-R0204 for the Communication/Navigation Outage
Forecast System (CNOFS), a small/medium satellite space mission to low
inclination, low earth orbit (LEO). STP requires the build, payload
integration and testing of a spacecraft, the purchase and integration
of a launch vehicle and launch services for this mission. The resultant
contract shall require a SECRET facility clearance. Further information
concerning this acquisition including Commerce Business Daily
announcements and solicitation documents will be made available at the
following World Wide Web Site: http://www.te.plk.af.mil. The RFP will
be issued under FAR 15 on or about 14 Aug 00 and the source selection
will be done in accordance with AFMC Median Source Selection
Procedures dated Jun 99. This is an unrestricted acquisition and will
be conducted under full and open competition. Foreign firms are advised
that they will not be allowed to participate as the prime contractor on
this acquisition. Please direct contracting questions to Contract

has been appointed to hear significant concerns from offerors or
potential offerors during the proposal development phase of this

Officer, Odette Denman, (505) 846-9147. The purpose of the Ombudsman is
not to diminish the authority of the Contracting Officer or Program
Manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. The
Ombudsman does not participate in the evaluation of quotes or in the
