Disease Control and Prevention contemplates awarding a Sole Source
purchase order to the University of Malawi College of Medicine for
services to conduct a measles vaccine trial at Ndirande Health Centre
in Malawi. The performance period is 12 months. The vendor shall be
required to conduct measles vaccine evaluation of
HIV-Infected/Uninfected infants between six and nine months of age.
Specifically, the vendor shall provide the following services necessary
to satisfactorily conduct the Measles Project, including but not
limited to the following: 1) Perform HIV counseling and testing as
necessary; 2) Administer informed consent to potential clients as
necessary; 3) Collect blood from clients as required; 4) Provide
vaccinations as required; 5) Provide clinic services for study clients
as needed; 6) Complete questionnaires as required; 7) Do home follow
up visits when needed; 8) Provide driver for vehicle for
project-related activities and ensure proper maintenance of vehicle; 9)
Process, store, and log in laboratory blood samples on the same day as
sample collection and arrange for shipping to CDC as necessary; 10)
Perform HIV and other simple tests as required; 11) Enter questionnaire
data into computer programs and set up basic computer entry screens as
needed; and 12) Provide basic secretarial services, order and oversee
supplies, monitor budget. In addition, the successful vendor must meet
the following qualifications: 1) Experience working on the advanced
preparatory phase that has been conducted on the measles study and the
availability to continue collaborations on the research study for the
duration of the study. 2) Working knowledge of Ndirande Health Centre,
the District Health Officer, and persons who run the Health Centre; 3)
The ability to employ personnel in the following fields within 2 weeks
of finalizing the purchase order: nursing, health service associates,
drivers, laboratory technicians, administrative assistants or their
equivalent, and data entry clerks; 4) Availability of dedicated
laboratory space, minus 70 freezer space or its equivalent (e.g.,
liquid nitrogen storage tanks), and availability of 2 dedicated offices
for the study; 5) Have an office/laboratory location within five
kilometers or less from Ndirande Health Centre; 6) The ability to
ensure that the College of Medicine has some supervisory
responsibilities for personnel who will have active subject
involvement, as the College of Medicine is the local study site with
IRB approval to approach potential study participants; and 7) The
vendor must be able to begin delivery of goods within seven working
days of acceptance of the purchase order. The University of Malawi is
the only known source that can meet all of the above requirements,
hence a Sole Source procurement is contemplated. Responsible sources
may submit a response which will be considered by the Agency. Posted
