Goddard Space Flight Center (GSFC) intends to contract with the
European Space Operations Center (ESOC) on a sole source basis for
remote ground station network pre-launch and launch support for the
GOES-M mission. The GOES-M mission requires spacecraft tracking over
Western Australia. ESOC is the only entity that can provide the
required tracking and network support. The network support will provide
the capability to provide spacecraft telemetry to the GOES Payload
Operations Control Center (POCC) in Suitland, MD and to receive and
transmit command data from the GOES POCC to the GOES spacecraft during
transfer and early orbit raising phases of the mission. In addition,
the network support is required to transmit Automatic Gain Control
(AGC) data to the GOES/POCC. During pre-launch, ESOC will support
pre-launch Ground Data System (GDS) Integration & Test (I&T) and
station proficiency testing beginning 6 to 12 months prior to the
launch of the GOES-M spacecraft. Command, telemetry, and AGC data will
be flowed between the Perth, Australia ground station (PRTS) and the
GOES POCC at Suitland. A series of 3 GDS I&T tests are conducted that
will involve participation. In addition, a series of 2 to 4 proficiency
tests will be conducted with PRTS following conclusion of the GDS I&T
tests and prior to launch of the GOES spacecraft. During early orbit
raising operations, PRTS will provide backup command and telemetry
support, on an as required basis. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. The statutory authority for this sole source acquisition
is 10 U.S.C. 2304 (c ) (1)-Only One Responsible Source. This
acquisition will utilize simplified acquisition procedures. The
Government intends to solicit and negotiate with only one source,
however quotes timely received within 15 days will be considered. See
