325th Contracting Squadron at Tyndall AFB Florida intends to award a
contract for Engineering and Technical Services Support of the Threat
Systems and Facility Instrumentation Systems. This effort may include
up to 72 man months of support during the period 1 October 2000 through
30 September 2005. This effort requires the contractor to possess 5
years working experience with threat radar systems, to include the
HIGHLARK II and SLOT BACK, and to possess electronic warfare testing
expertise. The contractor must have extensive knowledge and experience
in advanced processor-driven, receilver-controlled jamming systems,
threat analysis, current sensitive deceptive electronic countermeasures
(ECM) techniques, and mono-pulse airborne attack radars. The knowledge
must include an in-depth understanding of threat radar system
maintenance and operation to plan for and to effectively evaluate ECM
system performance, to characterize integration problems, and to
recommend technical courses of action. In conjunction with threat
system related technical knowledge, the contractor must possess
detailed knowledge of the available test facilities, both laboratory
and flight test range. The contractor must be able to interface the
radar to instrumentation and to control and recording equipment in
order to perform testing in a Hardware-in-the-loop (HITL) as well as in
a live target tracking environment. The contractor must possess
extensive knowledge of antenna pattern modulation, target generation
capability, and range attenuation procedures. The contractor must be
able to design test methodologies that are optimal for the test item
under consideration, and have experience in linking testing at various
locations and facility structures together so that all pertinent
aspects of the threat system are characterized. The contractor must
also possess the experience to design, integrate and maintain facility
instrumentation for all systems in the facility. Furthermore, the
contractor must possess the security clearance necessary to gain access
to certain classilfied test programs. The contract period will consist
of the Basic plus four (4) option years, beginning 1 October 2000.
