The Fort McCoy Contracting Office will be issuing a DRAFT solicitation on or about 14 July 2000 for an A-76 cost comparison study that is being conducted for the Directorate of Support Services at Fort McCoy, WI in accordance with the OMB Circular A-76 Performance of Commercial Activities. The requirement involves the following functions: 1) Operation Support, 2) Buildings and Grounds, 3) Utilities, 4) Installation Materiel Maintenance Activity, 5) Supply, 6) Transportation and 7) Environmental. This office welcomes comments/questions with particular emphasis on the performance work statement and sections L and M. Approximate issue date for the final solicitation will be 25 Sep 00. This procurement will be solicited unrestricted under a cost plus award fee arrangement. Contract term will consist of a phase-in period with a base and four option years. A formal source selection procedure will be used during the evaluation process. A site visit will be conducted during the final solicitation period. Basedon the results of the cost comparison the Government may elect to award a contract or to retain the functions in-house. The applicable SIC Code is 8744 with a size standard of $20M.
