E-MAIL: Amy B. Campbell, Amy.Campbell@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Quotation (RFQ) for the procurement of two Flight Prototype Ordnance Systems. The first system consists of an integrated ordnance controller, a wiring harness and socketed initiators for use in thermal vacuum and vibration testing. The second system consists of an integrated controller, a wiring harness and initiators with LED optical outputs for use in Electromagnetic Compatibility testing. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from The Ensign-Bickford Company. Authority for other than full and open competition is pursuant to FAR 6.302-1. The Ensign-Bickford Company is currently the only company selling this type of integrated ordnance system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on July 25, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
