is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Quotation, solicitation number RFQ-NP-08-00-806. This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-18. This is a
total small business set-aside, SIC 3541, size standard, 750 employees.
This requirement is for three line items as follows: Line Item 001-
Quantity 1 -- Removal of existing winch; Line Item 002 Quantity 1 --
Supply of three shank XL ripper and 3 shanks; Line Item 003 Quantity 1
Installation of the ripper and shanks. Resulting contract will be for
the removal of existing winch on a Forest Service owned Caterpillar
Track-Type Tractor, Model Number D6M-XL; purchase of a three shank XL
ripper and three shanks compatible with the above model number; and
installation of the ripper and shanks on the bulldozer. The offeror
must offer proof of compatibility with the above model tractor. The
Forest Service will transport the bulldozer for work within a 50-mile
radius of Willows, California. The contractor shall be required to
furnish all labor, materials, equipment, transportation, and other
items, except those designated as government furnished. Installation
shall occur within 30 days after the date of acceptance of the contract
by the vendor. All prices should be quoted FOB destination. The
following provisions and clauses apply to this acquisition: FAR
52.212-1, Instructions to Offerors Commercial. FAR 52.212-2 Evaluation
Commercial Items include the following evaluation criteria; Technical
capability, price, and past performance (including timely deliveries);
these criteria are listed in descending order of importance. FAR
52.212-4 Contract Terms and Conditions Commercial Items. FAR 52.212-5
Contract Terms and Conditions Required to Implement Statues of
Executive Orders Commercial Items; which include the following
paragraphs of the clause (b)(1), (11), (12), (13), (14), (15),
(17)(ii), (19), (23), (24) and (c)(1)(2)(4). OFFERORS SHALL PROVIDE
COPIES OF FAR 52.212-3 WITH THEIR QUOTE. The Offeror is required to
provide their Contractor's DUNS Number with their quote. Offers are due
August 3, 2000 by 4:30 p.m. PDT at 825 N. Humboldt Ave., Willows, CA
95988. Offers may be faxed to (530) 934-7773. Solicitation number
should be included on all information included with offer. For
