Cairo-Iocco Pursuant to FAR 6.302-1(a)(2)(ii), the Naval Surface
Warfare Center, Carderock Division (NSWCCD) plans to contract without
providing for full and open competition with BAE SYSTEMS, Integrated
Defense Solutions, Inc., 6500 Tracor Lane, Austin, Texas 78725-2070.
The resultant contract will be an Indefinite Delivery, Indefinite
Quantity (IDIQ) Delivery Order utilizing a Firm-Fixed-Price type
pricing structure. The proposed contract will include the following
requirements (note, the term "new" refers to items produced using new
components, while the term "modified" refers to items produced by
modifying Government furnished (GFM) material): (1) Proof of concept
including 1 each of new and modified Power Amplifiers (L40-7470), 1
each of new and modified Power Rack (L40-7456), 1 each of new and
modified Control Rack (L40-7455), and 1 each of new and modified Bridge
Control Unit (L40-7452); (2) Rotation Pool consisting of 100 each of
new and modified Power Amplifiers (L40-7470), 15 each of new and
modified Power Rack (L40-7456), 1 each of new and modified Control Rack
(L40-7455), 1 each of new and modified Bridge Control Unit (L40-7452),
1 each of new Monitor Module (L40-7464), 1 each of new Auto Module
(L40-7465), 1 each of new Back Up Module (L40-7466), 1 each of new
Oscillator Module (L40-7467), and 1 each of new Power Supply Module
(L40-7468); (3) A total of 10 Ship Sets, with each Ship Set consisting
of 90 each of modified Power Amplifiers (L40-7470), 15 each of
modified Power Rack (L40-7456), 1 each of modified Control Rack
(L40-7455), and 1 each of modified Bridge Control Unit (L40-7452); (4)
Ship Set Trainer consisting of 42 each of modified Power Amplifiers
(L40-7470), 7 each of modified Power Rack (L40-7456), 1 each of
moodified Control Rack (L40-7455), and 1 each of modified Bridge
Control Unit (L40-7452); (5) Government specified not to exceed amounts
(NTE) will include requirements for Alteration Equivalent to Repair,
Installation, and Travel and Per Diem; (6) Data Requirements will not
be separately priced (NSP). The design rights in data to the MDG1701
ship degaussing system, installed on the MCM Class of ships, are now
owned by BAE SYSTEMS, Inc., Austin, Texas was formerly the Tracor
Division of Marconi Avionics, Command and Control Division, Norcross,
Georgia. The original suppliers of the MDG1701 System and its
modifications for CLDG are Marconi Command and Control Systems and GEC
Marconi Avionics, which have recently reorganized, expanded to the US
through the acquisition of Tracor, Inc. and merged with British
Aerospace. Now the combined corporate entity, retaining control of the
MDG1701 system design and manufacturing rights, is BAE SYSTEMS, Inc.
Since all original designs of the MDG1701 system and related eqquipment
are marked proprietary, only BAE SYSTEMS is capable of performing on
this requirement without significant duplication of cost and
unnecessary scheduling delays. Consequently, the FAR cite supporting
Other than Full and Open Competition is FAR 6.302-1(a)(2)(ii), only one
responsible source and no other hardware or services will satisfy
