Solicitation will be issued on CD-ROM only. There is no charge for the CD. Est cost of construction is between $1,000,000.00 and $5,000,000.00. Construction duration is 365 calendar days. Work consists of constructing an 8,329 SF modified Department of the Army Standard Design, two-company satellite fire station. The fire station will be located at the Operational Support Airlift Command (OSACOM) at Davison Airfield. The fire station will include three distinct areas: the administration wing, the apparatus bay and a dormitory wing. Administrative wing will include a watch/alarm room with information systems; offices for shift supervisor and fire inspector, a firechief's office suite, a training room, living/dining area, kitchen, storage and a mechanical room. The apparatus bay will include emergency vehicleexits, three drive-through apparatus bays and gear locker storage. Supporting facilities will include utilities, information systems, parking, signage, site improvements and a standby generator. Accessibility for physically handicapped will be provided in the adminstrative wing. This project is being issued as a competitive request for proposal and will contain technical evaluation factors that will be identified in the RFP. Award of a contract will be made based on the lowest priced/technically acceptable offer. All responsible contractors may submit a proposal which will be considered. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal Contract. SUBCONTRACTING PLAN REQUIREMENTS: A minimum of 50% of the total planned subcontracting dollars shall be placed with small business concerns. At least 10% of the total planned subcontracting dollars shall be placed with small disadvantaged business concerns to include Historically Black Colleges and Universities/ Minority Institutions, a minimum of 8% with women owned small businesses, and a minimum of 2% with hubzone small businesses.
