labor, materials, and equipment for replacement of 480V portion of
Substation 6A, Naval Station Bremerton, Bremerton, Washington. The work
includes (1) demolition and removal of existing substation, selected
cable trays, conduits, cables and supports beneath the pier; (2)
installation of new 480V switchgear and transformers, conduits, cables
and supports beneath the pier; (3) installation of removable
structural steel canopies over new transformer locations; and
incidental related work. During performance of this work, asbestos,
hazardous waste, or pollution abatement may be required. The Standard
Industrial Classification Code is 1731. The related small business size
standard is $11.5 million. The estimated cost of this project is
between $1,000,000 and $5,000,000. This procurement is open to all
business concerns. Plans and specifications will only be available via
download free of charge via the Internet World Wide Web at
http://esol.navfac.navy.mil/ for downloading. This will be the only
method of distributing the solicitation. It is the bidder's
responsibility to check the web site periodically for any amendments
and notices to this solicitation. The official planholders list will be
maintained and can be printed from the web site. All prospective
bidders and plan centers are encouraged to register as plan holders on
the web site. Planholder lists will not be faxed and will only be
available from the web site. Plans and specifications will be available
on or about 14 August 2000. Location and points of contact for site
visits are identified in the solicitation. All qualified responsible
sources may submit a bid that shall be considered by the agency. If a
large business concern, a subcontracting plan shall be submitted in
accordance with FAR 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN (OCT
