It is intended to assist the Environmental Protection Agency in its
preparation for this future procurement which includes the
identification of qualified sources. The United States Environmental
Protection Agency (EPA) has a requirement for economic, regulatory and
technical analyses. The contractor shall provide analyses for
economic, financial, and environmental analysis in the effluent
guidelines program. This requires the capability to provide
multi-purpose, multi-tasked products, often on a quick turn around
basis, to meet ambitious court ordered schedules. The effluent
guidelines program is responsible for setting the nation's technology
based standards for industrial pollution control. The program has ten
to twenty major regulations and studies under development all of the
time. This requires an extremely capable group of prime and
subcontractors with the breadth and depth to provide the most available
expertise in the fields of economic analysis, financial analysis, and
environmental assessment. The program areas in which work is expected
to be conducted are effluent limitations guidelines and standards,
water quality standards (including contaminated sediment), water
permits and pretreatment standards analysis (including compliance and
enforcement), co-ordinated effort within the Office of Water (sewage
and industrial sludge, drinking water, ground water, wastewater, point
source, non-point source, wetlands, and marine, estuary, and ocean
programs), multimedia analysis and pollution prevention ( treatment and
disposition of hazardous waste and solid waste, air emissions, volatile
compounds discharged to surface waters and publicly-owned treatment
works, source reduction and recycling for regulatory and non-regulatory
options), and administrator's priorities (common sense initiative,
watershed approaches, nutrient management and others). Support is
required in the areas of including: A) Economics Analysis and Support
including (1) industry profiling/characterizing; (2) economic and
regulatory analysis; (3) Regulatory Flexibility Act/SBREFA Analysis;
(4) cost-benefit analysis of regulatory options; (5) cost analysis of
the incremental annualized costs; (6) cost-effectiveness analysis of
various pollution control regulatory options; (7) analysis of other
statutory and Executive Order requirements such as the Unfunded
Mandates Reform Act and the National Technology Transfer and
Advancement Act; and (8) methodology development and technical review
for economic analysis related to the control of water pollution;
B)Environmental Assessment/Benefits Analysis including (1) performing
environmental assessments; (2) calculating toxic weighting factors
and/or pollutant weighting factors; (3) environmental assessments of
pollutant of concern specific information; (4) benefits analysis for
monetizing the benefits of environmental regulations including human
health benefits, recreational benefits, other ecological benefits, and
economic productivity; and (5) methodology development and technical
review; C)Technical Assistance including (1) collection/preparation of
reports including the economic analysis (EA), environmental assessment
(EnvA), Cost-effectiveness analysis (CE) among others. The contractor
shall also collect and organize information for the public and
confidential record (e.g., reports, analyses, databases,
correspondence, surveys, etc.); (2) review and analysis of public
comments; and (3) analyses to support multi-media project and
identification of pollution prevention opportunities and also data
collection and public outreach. Interested parties are requested to
submit to the Contracting Officer a capability statement that includes:
(1)Name of firm, mailing address, point of contact's phone number and
e-mail address; (2) Standard Industrial Classification (SIC) Code that
best describes the firm's business and the firm's size status under
that code; (3) whether the firm the firm is a small disadvantage
business and/or woman-owned business; (4) a brief statement of
experience/qualifications including the capacity (including LOE and
dollar amount) of projects completed similar to the work outlined above
