The Defense Threat Reduction Agency (DTRA) intends to procure, without
Full and Open Competition, and effort entitled, Infrasound Station
Operation and Maintenance and Comprehensive Test Ban Treaty
Certification Planning of University of Mississippi Managed Sites. See
Note 22. The Defense Threat Reduction Agency has charter
responsibility as the Department of Defense agent responsible for
treaty verification monitoring technology development, operation of
treaty-specified monitoring facilities, and providing general technical
support of arms control initiatives. Consistent with this charter, it
is the responsibility of DTRA to ensure that U.S. facilities related to
the Comprehensive Test Ban Treaty are compliant with and prepared for
Entry Into Force of this treaty. This procurement is for operation and
maintenance of equipment that will ensure that the US complies with
the CTBT. Because of its involvement with the installation of the
equipment, the University of Mississippi is the only contractor that
