UTILITIES PRIVATIZATION (NATURAL GAS PIPELINE). The Government is
requesting proposals for the purpose of selling the natural gas utility
system currently located on Beale Air Force Base (AFB). Concurrent with
the sale of the utility system, the Government will acquire natural gas
maintenance and repair utility service (hereinafter referred to as
utility service) to replace the service currently provided by the
Government. The natural gas system consists of approximately 33,000
linear feet of pipeline contained within the boundaries of Beale AFB.
The sale of the utility system and the acquisition of utility services
are subject to terms and conditions provided in this request for
proposal. The sale of the utility system is authorized by and conducted
under 10 USC 2688. The desired goal of this sale is to transfer all
right, title, and interest of the United States in and to the natural
gas utility system on Beale AFB. Consequently, the United States will
retain no reversionary interests in the utility system sold, other than
the Right of Way upon its expiration or termination. The utility system
being sold includes all equipment, fixtures, structures, and other
improvements utilized in connection with the utility system. As
indicated in the Bill of Sale, the utility system being sold also
includes a Right of Way. The divestiture will not include the real
property upon, under, or around the utility system. The Contractor
shall furnish all necessary labor, management, supervision, permits,
equipment, supplies, materials, transportation, and any other
incidental services for the complete ownership, operation, maintenance,
repair, upgrades, and improvements to these utility systems. The
Contractor will provide these services in accordance with all terms,
conditions, and special contract requirements, specifications,
attachments, and drawings contained in the solicitation or incorporated
by reference. The proposed solicitation is unrestricted under SIC 4939,
Combination Utilities, N.E.C. with a size standard of$5M. The
solicitation will be a competitive Request for Proposal using Best
Value Basic Source Selection procedures. This solicitation is open to
all business concerns. The entire solicitation will be released solely
on the Electronic Posting System (EPS), www.eps.gov, (paper copies
will not be available). Any prospective offeror interested in this
solicitation MUST contact the Contract Specialist at
mark.sanmiguel@beale.af.mil in order to be placed on the List of
Offerors. Registration requires company name, address, telephone
number, point of contact, fax number, business size and e-mail address.
This list is provided to facilitate subcontracting opportunities only.
All prospective offerors are responsible for visiting the EPS
frequently to obtain any amendments or other information pertaining to
this solicitation. Anticipated solicitation release date is 20 Sep 00.
A complete copy of the solicitation package will be available for
viewing in the lobby of our contracting office. When issued, the
solicitation package will be available for download as word documents
or zipped compressed files. Site plans will be available for download
as a self-extraction zip file. Once executed, the file will install the
free Sourceview reader and the site plans can then be viewed and
