This is a Solicitation for commercial items prepared in accordance with Federal Acquisition Regulation Part 12. Solicitation No. USSS000026 will be issued as a request for proposals, through Federal Acquisition Circular 97-17. The United States Secret Service ("USSS") and other participating Department of the Treasury Bureaus ("Bureaus") have a requirement for home relocation services. This is an unrestricted procurement. The SIC Code is 6531 and the small business size standard is $1.5 million. The contractor shall provide the following services: Guaranteed home sale; assigned sale; amended value sale; closing only; home marketing assistance only; property management; and household goods move management. Services are required within the Continental United States, Alaska, Hawaii and Puerto Rico ("CONUS"), with the exception of household goods move management, which will be required CONUS and other than CONUS ("OCONUS"). The contract period of performance will be on or about October 1, 2000 through September 30, 2001 for a twelve month base period, with four (4) twelve month option periods. Annually, the USSS expects the relocation of approximately four hundred (400) employees. Other Bureaus, based on a three year average of prior statistics, may expect to relocate approximately three hundred eighty-five (385) employees. The Government intends to award a firm, fixed price indefinite delivery -- requirements type contract, to the responsible offeror whose proposal, conforming to the Solicitation, will represent the best value to the Government, price and other factors considered.
