Division of Office of Public Health and Science, Office of Minority
Health through the Program Support Center, General Acquisitions Branch,
plans to award a 12 month sole source simplified acquisition to the NH
Department of Health and Human Services. The anticipated award date is
September 1, 2000. The purpose of this contract is to (1) examine and
analyze the ability of the New Hampshire Department of Health and Human
Services' current data collection/analysis system (across twelve
districts) to set baseline standards for minority health status and
measure progress toward the goal: Elimination of Racial/Ethnic
Disparities in Health by 2010, and (2) to bring together broad ethnic
and geographic members representing government, academia, private,
public organizations, and minority community-based organizations to
establish operating principals and strategic goals. The contractor
shall provide the support necessary to carry out the following tasks:
1. Develop strategies for improved, uniform reporting of race/ethnicity
across state databases. This will include Identifying strengths and
weaknesses of current state data sets to accurately measure
racial/ethnic status and assessing the feasibility of including
additional racial/ethnic categories of the 2000 U.S. Census (identified
in OMB Directive #15) in New Hampshire. These efforts will result in a
coherent data collection infrastructure. 2. Develop a strategic plan
for a state data collection/analysis system that implements changes
recommended as a result of our assessment of the weaknesses of current
state data sets. 3. Develop a scientific analysis including, but not
limited to an inventory of existing data/sets systems, their nature and
quality of ethnic identifiers, strengths and weaknesses of data
sources, and gaps in available data for the state of New Hampshire. 4.
Develop a plan for the maintenance and sustainability of the New
Hampshire Health Data and Systems infrastructure including, but not
limited to materials, equipment cost, human resources, priorities, and
action steps. 5. Convene a New Hampshire Data Symposium to facilitate
state work groups and other entities, in the discussion and
presentation of state specific data and share the strengths,
weaknesses, and potential solutions to problems related to the
availability and reliability of current data systems. 6. Prepare
summary of the data symposium with recommendations 7. Provide quarterly
status reports and a written final evaluation of this project. THE
PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE
GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER
AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST
BY RESPONDING TO THE REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF
PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO
COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO
THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
