is a combined synopsis/solicitation for commercial items prepared IAW
the format in Fed. Acquisition Reg. Subpart 12.6, as supplemented
w/additional information included in this notice. This notice
constitutes the solicitation; quotes are being requested; separate
solicitation documents won't be issued. (ii) Solicitation number is
DE-RQ08-00NV13883, REQUEST FOR QUOTATION (RFQ). (iii) The solicitation
document and incorporated provisions/clauses are thoses in effect
through Fed. Acquisition Circular 97-18. (iv) This requirement is 100%
set-aside for small businesses. Stand Industrial Classification Code
is 7623. Size standard is $5M (avg. of total sales over 3 years can't
exceed the size standard). (v) Offeror shall provide all materials,
labor, and transportation necessary to perform the following
modifications to the HVAC system located at the Nevada Support Facility
(NSF). The NSF currently has three cooling towers, four supply water
pumps that pump water through a 14" water supply line and a 10" water
return line in the condenser water loop of the NSF HVAC. (vi) Following
is the Statement of Work (SOW) for HVAC modifications: Line Item 001 --
Procure and install two water fill valves in the condenser loop system.
The first water fill valve will require tapping into an existing 2"
water distribution pipe and run a 2" water line to the 10"condenser
return line approximately 10 feet away. At the 10" pipe, install a 2"
butterfly lever valve on the tower side of the isolation valve and
provide a capped access point at the top of the main condenser supply
line to allow for future installation of a water level sensor. The
second water fill valve will require tapping into an existing 2" water
distribution pipe and run a 2" water line to the 14"condenser return
line approximately 3 feet away. At the 14" pipe, install a 2" butterfly
lever valve over the main fill point and provide a capped access point
at the top of the main condenser supply line to allow for future
installation of a water level sensor. Installation must be accomplished
as soon as possible after award of purchase order, without bringing the
condenser loop down, but no later than September 30, 2000. Line Item
002 -- Procure and install water isolation valves in the condenser loop
system. Install one isolation valve in the 10" return and one isolation
valve in the 14" supply water lines. Installation shall be at the
nearest point of entry into the chiller room located in the basement
level of the NSF. This work is to be scheduled and completed between
November 16, 2000 and December 15, 2000. Line Item 003 -- Procure and
install a low water level sensor in each of the three cooling towers
(total of three water level sensors). This work is to be scheduled and
completed between November 16, 2000 and December 15, 2000. Line Item
004 -- Procure and install a water temperature sensor in the supply and
return lines of the condenser loop at the cooling tower side and
integrate the sensors into the NSF Landis and Gyr building control
system. This work is to be scheduled and completed between November 16,
2000 and December 15, 2000. Line Item 005 -- Procure and install a
water level sensor at the main condenser supply line at the cooling
tower side and integrate the sensor into the NSF Landis and Gyr
building control system. This work is to be scheduled and completed
between November 16, 2000 and December 15, 2000. Line Item 006 --
Procure and install 10 additional signal lines from the cooling tower
to the NSF in an existing conduit run to connect to the NSF Landis and
Gyr building control system for the future addition of sensors and
motor controllers. This work is to be scheduled and completed between
November 16, 2000 and December 15, 2000. (vii) Delivery Point is NSF,
232 Energy Way, N. Las Vegas, NV, 89030. Acceptance is at destination.
Delivery is per instructions in para. (vi). NOTE: Following clauses
are located at website. (viii) FAR provision 52.212-1, Instructions to
Offerors-Comc'l Items, applies and the following addenda: para (bZ)(4)
In addressing technical portion RFQ, offeror must provide their plan to
accomplish work, schedule, and labor plan. (b)(11) An SF-1449 is to be
completed and signed (3 copies) and returned with offeror. (ix) Refer
to provision at 52.212-2, Evaluation -- Comc'l Items, evaluation
factors are technical approach, past performance, and price. Tech.
approach/past perf. when combined, are equal to price. (x) Offeror is
to complete and return provision at 52.212-3, Offeror Reps & Certs --
Comc'l Items. (xi) Clauses 52.212-4, Contract Terms & Conditions --
Comc'l Items is applicable. (xii) Clause 52.212-5, Contract Terms &
Conditions Required to Implement Statutes & Executive Orders -- Comc'l
Items is applicable. (xiii) When preparing this quote, please provide
one version based on one job and a second version with individual
pricing per line item (total 6 line items). The Gov't reserves the
right to award the "quote version" that is in the best interest of the
gov't. (xiv) N/A. (xv) Numbered Note 1 applies. (xvi) JOB SITE TOUR is
