Contracting Officer, (301) 402-3063 The National Institutes of Health,
National Institute of Mental Health, intends to negotiate with Bruker
Instrument Inc., 19 Fortune Park, Manning Park, Billerica, MA 01821 to
furnish a nuclear magnetic resonance spectrometer meeting the following
specifications: (1) all electronics shall be enclosed in a stainless
steel cabinet to ensure complete shielding of electronics; (2) the X
nucleus amplifiers shall be broadbanded down to 6 megahertz; (3) the
communication contrul unit shall include a 100 megahertz processor or
faster; (4) shall include a multilink preamplifier allowing probe
tuning without changing cables; (5) shall include a digital router
requiring no cables to be changed as experiments are changed; (6)
amplitude control board shall protect the probe from being destroyed;
(7) the receiver control unit shall include microprocessors for real
time digital filtering of spectrometer data; (8) each frequency source
(frequency control unit) shall provide a 0.05 degree phase
settability, and a 0.001hertz frequency resolution; (9) shall include
a digital lock system able to digitize the lock signal by an analog to
digital converter and allow for real time adjustments; (10) shall be
run by an existing PC running Windows NT; (11) shall include a digital
lock to provide lock stability by providing for each and every solvent
a separate set of conditions that will lock the time constant, filter,
and all parameters that affect the stability of the magnet; (12) shall
be compatible with other spectrometers at the NIH in that the pulse
sequences developed can be used; (13) shall include twelve loop storage
to ensure peak separation; and, (14) shall have not less than 400
megahertz 1H field strength. The provided equipment is proprietary and
commercial as defined in FAR Part 2. Bruker Instrument Inc. is the
only known source capable of providing the required equipment. This
action is under the authority of 41 U.S.C. 253(c)(1), as set forth in
FAR 6.301-1 and HHSAR 306.302-1. Only one responsible source and no
other supplies or services will satisfy agency requirements. Interested
parties may identify their interest and capability to respond to the
requirement or submit proposals within 15 days after publication of
this synopsis. Information received will normally be considered solely
for the purpose of determining whether to conduct a competitive
procurement. However, a determination by the Government not to compete
this proposed contract based upon responses to this notice is solely
