760-939-8160 The Naval Air Warfare Center Weapons Division intends to
enter into negotiations for a Cost Plus Fixed Fee contract, on an Other
Than Full and Open Competition basis, to Software Engineering
Professionals (SEP) Inc., 655 W. Carmel Drive, Suite 100, Carmel, IN
46032, for the US133 Phase 2 software development effort. The US133
program has been divided into two (2) phases. In Phase 1, SEP provided
the upgraded software suite for converting the DOS-based Data
Processing Ground Station (DPGS) to the Windows-based AV-8B Maintenance
Station (AMS). This is a follow-on contract to that Phase I effort. The
scope of this contract is the development of an upgrade for the Engine
Monitoring System (EMS) for the Rolls Royce F402-RR-408A/B engine on
the AV-8B Night Attack and Harrier II Plus Platforms. The upgrade
consists of implementing fixes to fleet reported anomalies in the form
of software trouble reports and enhancements identified by Rolls Royce
and the AV-8B Fleet Support Team. SEP has participated in the
development of many engine monitoring, control, and service tool
projects including the AV-8B Harrier. SEP, having provided the software
engineering for Phase 1 of US133 is uniquely qualified to perform Phase
II. The AMS software allows maintenance personnel to view and analyze
EMS data, and provides maintenance diagnostics, for the AV-8B aircraft.
SEP is the only known source for this effort due to their broad
knowledge base of the Rolls Royce F402-RR-408A/B engine, the Engine
Monitoring Unit (EMU), and the AV-8B Omnibus programs. In addition,
SEP's ability to analyze how the EMU requirements, and modifications to
the Data Storage Unit (DSU) ICD, affect the necessary software
modifications to the AMS, is crucial to providing the correct and
immediate response during the AMS development. The contract will be for
an estimated period of performance of eleven months (date of award
through 26 August 2001). Responses to this intent to solicit, other

verify their prior experience in the development of Engine Monitoring
