a sole source basis, with an intent to award a firm fixed price order
with Vision Sciences Research Company. This is a combined
synopsis/solicitation for commercial items, prepared in accordance with
FAR Subpart 12.6 as supplemented with additional information included
in this notice. This announcement constitute the only solicitation;
quotations are being requested and a written solicitation will not be
issued. The solicitation, number N00295-00-T-0083 is issued as a
Request for Quotations (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through FAC
97-19. Items to be acquired is an Upgrade/modification to the existing
government owned Night Driving Simulator. This is a one lot upgrade
and should meet the following BUMED/FDA specifications which will
include all the functions listed: (a) A field of view equal or better
than a F-18 training simulator; (b) Nighttime conditions will include;
clear sky, starlight conditions, one weather condition (heavy marine
layer); (c) A picket ship (Frigate) which is 10 degrees left at 3
Nautical miles out and one nautical mile behind the carrier, (d) Target
"the ball" and drop lights will be that of a landing deck on an
aircraft carrier; (e) Aircraft flight path will be 3 Nautical miles out
at 100 knots at a simulated 1200 feet altitude; (f) There will be nine
ramdomly sequenced flight directions relative to the carrier; right,
right-up, right down, left, left-up, left-down and centered; (g) The
deviation of the ball and drop lights relative to one another for each
test condition will be constant; (h) The four ball and drop light
conditions (right-up, right-down, left-up, left-down) will be such that
the alignment task will project with a veneer equivalent visual acuity
of no less than 20/10; (j) One flight path and one weather condition
will be repeated three times with 27 trials for one carrier view angle;
(k) Digital video will be standard "NTS" (720 x 486); (l) Video
simulation will include: Aircraft Cockpit including canopy, ribs,
displays (no heads-up display) Aircraft carrier and frigate, nighttime
with clear ideal starlight (No moon) a heavy marine layer and nine
slides presenting a high resolution ball, drop light and landing deck
lights for up to a five minute simulation run; (m) Modify all existing
PC software and document to above specifications and document; (n)
Modify HC16 controller board software to above specifications and
document; (p) Suply all new controller boards, interface boards, boxes
cables, to control VSR upgrade; (q) Determine target spatial
configurations for the identification of the four ball and drop light
coniditions; (r) Modify all target image trajectories for the NDS
Optical configuration, Quantity: 1 lot. Delivery Free On Board (FOB)

Delivery date: 29 Aug 00. This acquisitions incorporate the following
FAR Clauses:, 52.212-1, 52.212-2, 52.212-4, 52.212-5, 52.222-26,
52.222-35, 52.222-36, 52.222-37 and DFARS 252.204-7004 (Required
Central Contractor Registration, Mar 1989). All offerors shall include
with their offers a completed copy of provision 52.212-3, Offeror
Representations and Certifications-Commercial Items. FAR Clauses and
provisions are available upon request. In accordance with FAR 52.219-6,
Notice of Total Small Business Set-Aside, this acquisition is 100
