Corps Air Station (MCAS) Iwakuni, Japan for Marine Corps Community
Services (MCCS). MCCS is seeking interested prospective offerors to
submit proposals for providing all management, supervision, labor,
transportation, personnel, materials, equipment and other necessary
requirements to provide Cable Television Services on a commission basis
to MCAS Iwakuni as follows: a. Channels free of Charge (1) Armed Forces
Network Channels (2) MCCS Channel (3) Command Channel (4) Weather
Channel (5) Channel for future use b. A minimum of 35 channels
available at start-up service, upgradeable to 60 in the future. c.
Start-up service must be available to 100% of authorized customers. d.
A free trial period of no less than 2 weeks shall be offered to
prospective authorized customers. e. A commission percentage to MCCS.
f. Proposed optional services (i.e. Internet calls, other services) 2.
A detailed site survey is required to determine the viability of
existing cables, equipment, etc. (to be scheduled after issue of RFP).
Once the survey is completed (to include Government Furnished Property
(GFP)), prospective offer shall provide management, supervision,
manpower, equipment and supplies necessary to provide MCCS a detailed
analysis/description/statement of work of the following: a. Business
Summary b. Existing cable television systems and proposal c. Technical
Description -- Cable Television d. System Construction e. Construction
f. Antenna Construction g. Line Extension h. General Provisions i.
Solicitation j. The Proposed Channels k. Benefits to the Government l.
Benefits to the Base Residents and their Family Members m. Offeror's
Facilities & Equipment n. Schedule of Rates for CATV Services for: (1)
Private Residential Services (2) Non-Appropriated Funds Services (3)
Appropriated Funds Services o. Training p. Timeline q. Miscellaneous 3.
MCCS will award a 10-year contract to the successful offeror and Status
of Forces Agreement (SOFA) status to applicable employeesof the
successful offeror. SOFA status entitles the employee to a military
issued Identification Card (ID) which authorizes shopping and access
privileges to all required facilities on base such as the commissary,
exchange, mini-malls, restaurants, lodging and clubs. SOFA status does
not include base housing or payment of expenses by the government for
lodging/housing. 4. MCCS will not pay for any costs incurred by the
offeror in response to this presolicitation or costs associated with
responding to the resultant Request for Proposal (RFP) when/if issued.
