sbuford@psc.gov. The Substance Abuse and Mental Health Services
Administration (SAMHSA) through the Program Support Center, Division of
Acquisitions Management, ADP Acquisitions Branch intends to negotiate
an award utilizing simplified acquisitions procedures with the
University of Michigan, School of Social Work for three comprehensive
reports on woman and alcohol and other drug (ATOD) use patterns. The
period of performance shall be for twelve months. The reports will be
based upon research and data collected from the Policy Research on
Women and Drugs Project (PROWD). The reports will allow state officials
and members of other constituencies to compare ATOD use patterns of
women, several measures of service utilization and different approaches
to policy implementation across state lines. PROWD was completed by the
University of Michigan, School of Social Work to assess the impact of
Federal and State policies and procedures on the availability and
quality of prevention and treatment services for women at risk for
orexperiencing problems with ATOD. During PROWD data was collected and
compiled using multiple sources of information about women and ATOD
use, by state to determine how states are doing in increasing positive
attention to women's ATOD related needs and risk factors, identify
innovative approaches and problematic barriers and explore what
factors, within states, increase positive options for women negatively
impacted by ATOD. The proposed contract is for services which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302-1. Interested persons may identify their
interests and capability statements responding to this requirement. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
