Services Administration, Center for Mental Health Services through the
Program Support Center, Division of Acquisition Management, ADP
Acquisitions Branch intends to negotiate an award utilizing simplified
acquisitions procedures with the Henry M. Jackson Foundation for the
Advancement of Military Medicine (HMJF). The period of performance is
twelve months. The purpose of this contract is to support a series of
activities directed to understanding the ways in which state and local
officials can effectively inform their communities about terrorist
events and help their communities recover in a way that minimizes
morbidity. The contractor shall provide the support necessary to carry
out the following tasks: 1. Collect and review historical and recent
literature addressing the ways in which public officials have
communicated with the members of their communities following terrorist
events and the public's response to those communications. 2. Conduct
a series of telephone interviews with officials in multiple cities
chosen to represent cultural and socioeconomic diversity to determine
their perception of readiness for terrorist attacks and the behavioral
consequences of such events. 3. Contact local leaders and officials
involved in terrorist response planning and develop a questionnaire
that will identify strengths and weakness in officials' knowledge of
the psychosocial consequences of terrorism as well as their
understanding of the effect their leadership responses may have on the
course of the collective community response to these events and 4.
Conduct a three day conference with approximately 40 participants in
order to learn how public officials perceive the preparedness of their
communities in wake of training, to develop recommendations on further
research and educational needs and to provide recommendations on ways
in which community leaders can be most efficiently informed about
mental health consequences of terrorist attacks and their implications
for communityfunctioning. Firms having the ability to satisfy this
requirement must submit written notification that demonstrates their
ability to do so. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion o the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. If no affirmative responses are received
within 15 days from the date of this synopsis, the contracting officer
will proceed with the acquisition to HMJF. Posted 08/08/00
