This synopsis provides notification of a new requirement of the United States Marshals Service (USMS) to lease, for a one year period, a quantity of one 11-19 passenger turbo prop aircraft for use in the Virgin Islands. Aircraft shall be U.S. registered transport category turbo prop powered. No specific aircraft model is specified for this requirement. It is estimated that the aircraft will be flown approximately 10 hours per week and the USMS will guarantee a minimum of 50 hours per month. The aircraft will be stationed at St. Croix in the Virgin Islands and will fly missions between the various islands including but no limited to St. Thomas, Puerto Rico, the Dominican Republic, and Haiti. The cost associated with the lease of this aircraft will be paid in the form of a flight hour rate, which is to be proposed by the offeror. The rate is to include the cost of the aircraft, all maintenance, aircraft cleaning, insurance, hangar space for the aircraft, and one office space for USMS pilots. The aircraftwill be leased without flight crews, since the USMS will provide properly certified flight crews to fly their missions. The leased aircraft is to be dedicated to the use of the Marshals Service for the life of the lease. A solicitation will be issued on or about 23 August 2000, with a response required within 30 days thereafter. This notice shall be considered to have fulfilled the synopsis requirements set forth in FAR 5.201.
