THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is EEE362 and the solicitation is being issued as a Request for Proposal solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The Environmental Protection Agency anticipates that the contract will be as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is NOT a total small business set aside and the SIC No. is 3829 with a size standard of 500 Employees. This procurement is not a follow-on to a prior contract. This acquisition is for the delivery, FOB Destination, EPA, National Air and Radiation Environmental Laboratory (NAREL), Montgomery, AL, 36115-2601, of a minimum of 15 High Volume Air Samplers and 16 Flow Calibrators. Optional quantities in multiples of one unit each of the samplers and/or calibrators up to a maximum quantity of 25 each may be ordered. Please indicate any quantity price breaks. Delivery of the first five units shall be 90 days ARO with subsequent units delivered in lots of five every 30 days thereafter. Specifications for the air samplers and flow calibrators for the NAREL: 1. The air sampler shall be capable of providing an adjustable range of 20-50 CFM with an automatic flow controller that will maintain a preset flow within ( 3%) of the setting through a 4" diameter particulate filter. 2. The air sampler shall be capable of measuring the current air flow rate, total volume, minimum and maximum temperature, current temperature, inlet pressure, differential pressure of the flow sensor, and the state date/time and stop date/time. 3. The air sampler shall display data in English ormetric units. 4. The air sampler shall be capable of electronically storing the measured data as well as the sample station identification number. Also, this data shall be accessible using a provided display and a computer link. 5. The air sampler shall allow the operator to manually download the lectronically stored data via an RS232 connection. 6. The air sampling station shall provide the height relationship between the sample head and the ground of 42". 7. The air sampler shall have battery backup capability to maintain data in the event of a power failure. 8. The air sampler shall provide a brushless, 115VAC 50/60 Hz, low maintenance blower motor. 9. The basic components of the air sampler shall be assembled in a modular fashion so that each component can be readily and independently removed for service. 10. The air sampler shall provide a power cord with a minimum length of 12 feet using a standard 15 amp plug configuration. 11. The air sampler and components shall be housed in an enclosure which protects the components from the weather, locks to ensure unit has not been tampered with and provides password protection. 12. The air sampler enclosure shall be large enough to accomodate an optional heating system for low temperature operation. 13. All software and hardware required for on-line data communications and data downloading shall be provided. 14. The air sampler shall be calibrated using a NIST traceable standard, and include calibration documentation. 15. The air sampler calibrator shall be provided which is a secondary NIST traceable standard. The calibrator shall include all calibration documentation. The calibrator shall include all adaptors required for a 4" sample head. The calibrator shall have digital display and shall have an air flow measurement accuracy of 2 percent. 16. The calibrator shall have LCD display with temperature and barometric pressure reported in English or metric units. 17. The air sampler and calibrator shall include a minimum of one year parts and labor warranty. 18. A manual for each air sampler and calibrator shall be provided for installation and operation of the air sampler and calibrator. Evaluation criteria to be included in paragraph (a) of provision 52.212.2 are as follows: Demonstrated ability to meet the above minimum specifications and price. Price evaluation will be based on the minimum numbers.
